What Is the BISP Sahulat Account Payment System?
The BISP Sahulat Account is a newly introduced banking system created especially for BISP beneficiaries. Through this system, each eligible woman receives her cash payments directly in a personal bank account opened and verified through biometric methods. Unlike old systems that relied on payment agents or branchless banking without much oversight, this new model gives beneficiaries full control of their funds through either cheque books or PayPak debit cards.
The system has been initially launched in major cities like Karachi, Lahore, Islamabad, Quetta, Peshawar, Muzaffargarh, Muzaffarabad, and Gilgit under a pilot phase, and will expand to more districts in the coming months.
Why This Change Was Necessary
The BISP Sahulat Account program was launched to address past issues in cash distribution, including:
Delays in receiving payments
Biometric mismatches
Misuse of funds by third-party agents
Limited access to digital banking
By ensuring that every beneficiary has her own verified bank account, the government aims to create a system that is not only more secure but also user-friendly, especially for rural women and older citizens
Step-by-Step Process to Open and Activate Your BISP Sahulat Account
The process to get a BISP Sahulat Account is automatic for registered beneficiaries, but it still requires a few steps to activate and start receiving payments.
BISP shares your CNIC, name, date of birth, and address with a partner bank (e.g., HBL or Bank Alfalah).
This information is verified through NADRA before sharing.
The bank opens a special Level 1 bank account under your CNIC.
An IBAN (International Bank Account Number) is generated.
The account stays inactive until you complete in-person verification.
You’ll get a message with your assigned bank name, branch address, and the visit date.

Bring your original and valid CNIC with you.
Bank staff will do Biometric Verification
You will also be asked for CNIC detail as name, mobile number, address, and father or husband name
The account’s terms and conditions
Use of your data for verification and reporting
Normally, a cheque book is given.
If biometric fails, a PayPak debit card is issued instead.
You’ll return after 2 weeks to generate your ATM PIN if you got a debit card.
After activation, 13500 BISP installment is sent to your account.
The payment is made through RAAST or IBFT systems.
You can withdraw cash using cheque or ATM
Once your BISP Sahulat Account is fully activated, you will begin receiving future payments directly into your bank account without needing to visit BISP centers.
Who Is Eligible for the Sahulat Account?
Any woman who is an existing or newly registered BISP beneficiary is eligible. This includes:
Women already receiving BISP payments
Women recently registered through the new NSER survey
Beneficiaries under special categories like widows, divorced, or disabled
Rural women with no prior bank account
No separate registration is needed if you are already eligible under BISP. The account is created based on the BISP database
What Documents Are Required at the Bank?
When you visit the bank branch for activation, carry the following:
Original valid CNIC
Copy of CNIC (optional but helpful)
Your own working mobile number
Any SMS received from BISP or Green Portal
Proof of BISP registration (if available)
The bank does not charge any fee for account activation, card issuance, or cheque book.
